10JILI Casino Age Limit: Why 21 Applies, Whatever a Footer Prints

The casino age limit set out by PAGCOR is 21: its Responsible Gaming page bars persons under 21 from gambling, and its Code of Practice says persons younger than 21 are not allowed to play.

The casino age limit in the Philippines is 21, and the effects of online gambling are the reason it exists: younger players run into money and sleep problems with less room to recover. This page cites the rule, explains why a lobby footer that names a lower number does not change it, and lists who else PAGCOR bars from playing.

What the Casino Age Limit Says

Two saved PAGCOR documents state the age, and both say 21.

SourceWording as saved
Responsible Gaming page“Persons under 21 years of age” are among those prohibited from gambling
Same page, footer“Gambling for 21 years old and above only”
Responsible Gaming Code of Practice 6.0, standard RG information“Persons younger than 21 years old are not allowed to play.”

The Responsible Gaming page adds that the persons it lists may not enter or play in any gaming establishment, and may not play on any online gaming platform. The rule is not limited to buildings.

The 10JILI lobby read on 19 October 2026 prints 18 in its register tick box and in its footer. That is the lobby’s own text, and it is lower than the 21 that PAGCOR’s pages name. A footer is not a law, and an operator’s page cannot lower an age that a regulator’s page sets.

Use this order when two numbers disagree:

  1. Trust the regulator’s page over an operator’s footer.
  2. Take the higher number when you cannot tell which applies.
  3. Close the registration form if you are under 21, whatever the tick box allows.

This site applies 21+ to every reader and does not attribute that rule to any law beyond the PAGCOR pages quoted above.

Who Else Is Barred from Playing

PAGCOR’s Responsible Gaming page lists these groups, and the Code of Practice repeats several of them.

  1. People who work for government: national agencies, local government units, autonomous regional governments, state and local colleges and universities, and chartered state-owned corporations, officials and staff alike.
  2. Anyone serving in the AFP or the PNP.
  3. Anyone younger than 21.
  4. Anyone whose name sits on PAGCOR’s National Database of Restricted Persons.
  5. Staff of PAGCOR licensees, and anyone holding a Gaming Employment License.

The Code of Practice also lists persons who are students at a school, college or university in the Philippines among those not allowed to enter, stay or play. Read the Code itself if you are a student and unsure.

Barred by Choice or by Family

Some people end up on the restricted database because they or a relative asked. PAGCOR’s exclusion programme lets a player apply for 6 months, 1 year or 5 years, and lets a spouse, child or parent apply for a relative. The steps are on the online self exclusion page.

RouteWho appliesPeriods
Self exclusionThe player6 months, 1 year, 5 years
Family exclusionSpouse, child, parent6 months, 1 year, 3 years

What to Do If You Are Under 21

If you are under 21 and have already registered anywhere, stop now and tell an adult you trust. Money spent can feed the loan trap described on the gambling and debt page, so the earlier you stop, the less there is to untangle.

  1. Do not deposit again.
  2. Ask the lobby’s Live Chat to close the account.
  3. Tell a parent, teacher or relative what happened.
  4. Call the National Problem Gambling Helpline on (02) 8248 9568, which its own site says is not limited to adults.

FAQ

What is the casino age limit in the Philippines?

PAGCOR's Responsible Gaming page lists persons under 21 years of age as prohibited from gambling, and its footer reads gambling for 21 years old and above only.

Can an 18-year-old play online casino in the Philippines?

Not under PAGCOR's rules as saved on this site: its Code of Practice says persons younger than 21 years old are not allowed to play. A lobby that prints a lower figure does not change that.

Why does the 10JILI lobby print a different age?

The lobby's register tick box and footer name a lower figure than 21. This site cannot explain the lobby's choice; it applies 21+ and so should you.
